The European Resilience Team helps ensure that MUFG can continue to deliver critical services to clients, markets and regulators.  The team supports the bank in withstanding, responding to and recovering from disruption, so critical services remain available under all conditions. The team also supports efficient and seamless operation of key business processes by identifying and implementing change that improves efficiency and controls.  It connects design and execution while keeping the bank safe, secure and compliant.

The European Resilience Team reports to the Chief Operating Officer of MUFG Bank Europe (MBE).  The team covers business continuity and information security, procurement and vendor management, outsourcing and third-party risk management, end-to-end process optimisation, and the operational resilience framework required under the Digital Operational Resilience Act (DORA).

We are looking for a senior Business Continuity and Operational Resilience specialist to strengthen MBE’s BCM capability and accelerate its maturity.  The role will bring deep external expertise and translate regulatory expectations, industry practice and lessons from testing into practical improvements.

The role will support the development and lead the implementation and continuous improvement of MBE’s BCM capability and maturity roadmap. It will provide specialist knowledge to BCM and Operational Resilience within the wider European Resilience Team, with clear ownership for delivery across scenario testing, recovery planning, exercising, crisis readiness and assurance.

This is a senior subject matter expert role, overall accountability for the function, strategy and priorities resides with the Head of Resilience.  The role will work closely with the existing BCM Lead and the wider Resilience Team. The Head of Resilience will set priorities and allocate responsibilities.

Function positioning

Reporting to the Head of Resilience, the Senior Business Continuity & Operational Resilience Lead is responsible for providing thought leadership across Business Continuity Management (BCM) and Operational Resilience, while leading the implementation and continuous improvement of MBE's resilience capability and maturity roadmap. The role is responsible for coordinating day-to-day BCM activities, including the annual BCM cycle, framework documentation, testing delivery, service oversight, and the maintenance of supporting evidence. Working closely with stakeholders across the business, the role will drive resilience maturity, enhance operational resilience capabilities, and ensure alignment with regulatory expectations and industry best practice. As a senior subject matter expert, you will provide coaching, guidance, and constructive challenge to support effective resilience practices across the organisation. The role offers significant influence through expertise, while working within a collaborative operating model.

The Head of Resilience retains overall accountability for the resilience function, strategy, and priorities, with responsibilities allocated according to business needs and the nature and complexity of activities. This role does not include direct line management responsibility.

The role includes the following

The role is responsible for defining and driving the uplift of MBE’s BCM and operational resilience capability.  It will provide senior expertise, challenge and assurance, while working with the BCM Lead and other team members responsible for the day-to-day delivery, coordination and evidence of BCM activities.

BCM Capability & Maturity

  • Support the development of MBE’s BCM capability and maturity roadmap and lead its implementation and continuous improvement.
  • Work with the BCM Lead, who coordinates local implementation of the EMEA framework and standards.
  • Strengthen the robustness, effectiveness and practical usability of business continuity arrangements across the bank.
  • Drive improvements through testing, assurance, lessons learned and remediation activities.
  • Act as the senior BCM and Operational Resilience subject matter expert, providing specialist expertise, constructive challenge and guidance across the organisation.

Scenario Testing & Exercising

  • Define the testing and exercising approach, including progression towards more complex severe but plausible scenarios.
  • Lead selected high-impact or cross-functional exercises and provide expert challenge on exercise design, outcomes and remediation.
  • Work with the BCM Lead, who coordinates the annual testing programme and maintains supporting evidence and action tracking.

Recovery Planning & Operational Readiness

  • Provide senior challenge and expert guidance on Business Impact Analyses, recovery assumptions, critical dependencies and recovery strategies, with particular focus on complex or material issues.
  • Assess the effectiveness of continuity and recovery plans and drive improvements where weaknesses are identified.
  • Support crisis preparedness and help ensure the bank can respond effectively to major disruption events.
  • Provide expert review and challenge of Critical and Important Function assessments, critical service dependencies and associated process architecture. Identify material gaps and guide improvements that support sound resilience decisions.
  • Use resilience insights to identify concentration risks, vulnerabilities, inefficiencies and opportunities to improve operational robustness.

Assurance & ECB Readiness

  • Establish a structured BCM capability assessment and assurance approach. Assess whether the framework works effectively in practice and whether MBE can demonstrate credible resilience.
  • Lead thematic reviews and deep dives into areas of material risk or low maturity. Provide independent challenge on testing results, recovery strategies, remediation quality and readiness for regulatory review.
  • Advise the Head of Resilience on capability gaps, priorities and investment needs.
  • Use DORA and other regulatory expectations to strengthen practical resilience outcomes rather than compliance alone.

Stakeholder Coordination & Governance

  • Build senior support for the BCM maturity roadmap across Technology, Operations, Risk, Compliance and the business.
  • Represent BCM and Operational Resilience in material regulatory, audit and senior governance discussions, as agreed with the Head of Resilience.
  • Work in partnership with the BCM Lead and other Resilience Team members. The role has no line-management responsibility for these positions.

 

In order to be successful in the role, you will need the following:

  • Minimum 10 years' relevant experience, including 7+ years in Business Continuity Management (BCM), Operational Resilience, Crisis Management, or related disciplines within banking or financial services.
  • Experience working in complex international and matrix organisations.
  • Strong expertise in BCM, Operational Resilience, Crisis Management, Recovery Planning, Business Impact Analysis (BIA), resilience testing, and scenario exercises within financial services.
  • Solid understanding of European regulatory requirements, including DORA, ECB, and EBA guidelines, with the ability to translate regulations into practical resilience outcomes.
  • Experience developing and leading resilience testing programmes, assurance activities, audits, and continuous improvement initiatives.
  • Strong analytical and problem-solving skills, with the ability to assess operational risks, dependencies, and recovery requirements and translate findings into actionable recommendations.
  • Excellent stakeholder management and communication skills, with experience engaging senior management, regulators, and business stakeholders.
  • Proficient in Excel, PowerPoint, Power BI, and ServiceNow, using data and reporting to enhance resilience oversight and decision-making.
  • Demonstrated ability to lead, influence, and challenge constructively while driving resilience capability improvements across the organisation.
  • Adaptable and committed to continuous improvement in a dynamic regulatory environment.
  • Fluent in English; additional languages (Dutch, Japanese, Spanish, German, or French) are advantageous.
