Business Function:

Group Finance aims to deliver world-class standards in reporting, financial planning and finance processes. We provide insights and analysis to help the bank in making sound business decisions including product development, customer profitability and capital management. We also provide business planning, forecasting, tax, capital and accounting advisory services.

Responsibilities:

The COO office helps shape and run Group Finance's operating model, governance and controls, and they lead the Finance side of the Bank's recovery and resolution planning (RRP). The role covers three areas: chief of staff to Finance leadership, oversight of the Finance controls framework, and RRP readiness. The Deputy COO stands in for the COO when the COO is away and works closely with Group Finance leaders, Risk, Audit, Compliance, Technology and regulators.

The Deputy COO will lead a team of 3 to 4 people and key responsibilities of the role are:

1. Chief of Staff and Finance Strategy

▪ Run the Finance leadership agenda on Group CFO and COO priorities, Finance management meetings, conferences, offsites, townhalls and strategic planning cycle.
▪ Support the Group CFO in preparation of external and internal meeting engagement presentation materials.
▪ Lead the Group Finance Scorecard setting process and track performance measurement against the Balance Scorecard.
▪ Partner the COO, Finance Management team and Finance Social Committee in driving the overall Finance leadership agenda, including people strategy.
▪ Lead Finance Learning Council to drive the learning agenda for Group Finance.

2. Controls and Governance

▪ Lead the Finance controls framework, including risk and control self-assessments, key controls testing, and controls over financial and regulatory reporting.
▪ Oversee Finance's operational risk management: identifying, escalating and fixing control issues, incidents and risk events.
▪ Collaborate with the wider Finance to ensure Finance policies, standards and procedures current and in line with Group requirements and MAS expectations.
▪ Lead efforts to build a strong risk culture and clear accountability across Finance.

3. Recovery and Resolution Planning**

▪ Lead and coordinate Finance's work on resolution planning and resolvability in accordance with MAS Notice 654, including:
o Loss-absorbing capacity and bail-in readiness.
o Valuation capability in resolution.
o Management information systems (MIS) that can produce resolution data quickly.
o Operational continuity in resolution, including critical services and contracts.
o Partner with Corporate Treasury to incorporate recovery and liquidity funding in resolution into the RRP playbook.
▪ Collaborate closely with Treasury, Risk, Legal, Technology and business units so that RRP is built into business-as-usual planning, including stress testing and other stipulated scenarios
▪ Design and run playbook drills and testing. Track and close any gaps found.
▪ Prepare RRP material for MAS engagements, the Board and the Group Executive Committee, and follow developments in regulation and international standards.

Candidate Specifications

The successful candidate should have strong banking background and people leadership skills. The candidate must be a clear and confident communicator, willing to be hands-on and be able to work within a team environment as well as autonomously.

Qualifications / Education:

▪ Strong academic background.
▪ Graduated (Finance /Business/Banking) with strong grades (A’s and B’s) from a reputable university; good Honours degree highly preferred.
▪ A professional qualification such as CA, CPA, ACCA or CFA is preferred.

Experience:

▪ 12–15+ years in banking or financial services, covering at least two of: Finance COO or chief of staff work, audit, financial controls or operational risk, and recovery and resolution planning.
▪ Direct experience with RRP, ideally at a D-SIB or G-SIB, including working with regulators.
▪ A track record of preparing Board and senior management papers and engaging senior stakeholders.
▪ Experience managing audits and regulatory inspections and seeing remediation through to the end.
▪ Experience leading teams and delivering transformation programmes in a matrix organisation.
Technical Knowledge
▪ Strong working knowledge of Excel, Word, PowerPoint.
▪ Strong presentation skills in use of PowerPoint.
▪ Great understanding of finance processes would be required.
▪ Experience and comfortable with using AI tools to produce videos and presentations would be advantageous.

▪ Strong understanding of risk culture and controls.
▪ Highly proficient in accounting standards and banking products
▪ Great understanding of finance processes would be required.
